MAKING
1. Into a large Dutch oven, place the corned beef, allspice, bay leaves, and pepper.
2. Pour water, and bring to a boil over high heat. Cover, reduce the heat to low and simmer for 2 hours.
3. Add the carrots, onions, potatoes and celery. Increase the heat and cook uncovered for 15 minutes.
4. Add the cabbage, cover and cook for an additional 15-20 minutes or just until potato and cabbage are tender. Remove and discard the bay leaves.
