Combine rhubarb, flour, sugar, candies, salt, water and butter in a heavy saucepan.
Simmer about 5 minutes.
Combine biscuit mix and milk; stir with a fork until just blended.
Drop mixture by teaspoonfuls onto hot rhubarb.
Cover tightly and simmer gently for 10 minutes.
Remove cover and continue to simmer 10 minutes longer.
