1. In a food processor jar combine tangerine zest, tangerine juice, minced garlic, rice vinegar, salt and pepper. Blend for few minutes.
2. Slowly whisk in oil in the mixture. Spin for few minutes.
3. Take out the dressing in a bowl and keep in the freezer to chill.
4. Bake your favorite fish in oven and serve with Tangerine Salad Dressing.
