Mix yogurt and mayonnaise in a small bowl.
Add chives, onion, green pepper, parsley, pimiento, kelp, paprika and cayenne.
Blend together thoroughly.
Taste and adjust seasoning.
Cover and place in refrigerator to blend flavors.
Pour dip into small serving bowl and place in center of large serving dish surrounded with rye sesame crackers and fresh pieces of celery, carrot sticks, cauliflower flowerets, cherry tomatoes and green pepper sticks.
