2. In a large bowl, combine flour, sugar, baking soda, salt, baking powder and cocoa powder. Mix well.
3. Into the bowl, pour buttermilk, water, vanilla, vegetable, and egg. Whisk to combine.
4. Line cupcake pan with parchment paper, and pour mixture in it, about ¾ way up.
5. Place the cupcakes in oven for about 15 minutes, or until they bounce back when gently touched.
6. Serve chocolate cupcake with vanilla icing.
If you want your cupcakes fluffy, then do not over mix.
