Lollipop Cookies

Ingredients
  All purpose flour 1 Cup (16 tbs)
  Sugar 1⁄2 Cup (8 tbs)
  Baking powder 1 Teaspoon
  Salt 1⁄4 Teaspoon
  Firmly packed brown sugar 1⁄2 Cup (8 tbs)
  Soft shortening 1⁄2 Cup (8 tbs)
  Egg 1
  Vanilla extract 1 Teaspoon
  Water 1 Teaspoon
  Oats 1 Cup (16 tbs), uncooked (Quick-Cooking Or Regular)
  Powdered sugar frosting 1 Tablespoon
  Semi-sweet chocolate morsels 1 Tablespoon (Use As Required)
  Gumdrops 1 Tablespoon (Use As Required)
  Cinnamon candies 1 Tablespoon (Use As Required)
  Colored flaked coconut 1 Tablespoon (Use As Required)
Directions

Combine first four ingredients.
Add brown sugar, shortening, egg, vanilla extract, and water.
Beat until smooth, about 2 minutes.
Stir in oats.
Shape into 24 balls; place on ungreased cookie sheets.
Flatten with bottom of glass dipped in flour.
Insert wooden skewers into each.
Bake at 350° for 11 to 12 minutes.
Remove from cookie sheets; cool.
Using Powdered Sugar Frosting, attach semisweet chocolate morsels for eyes, gumdrops for nose, cinnamon candies for mouth, and colored coconut for hair.
