Ingredients
  Water 1 Cup (16 tbs)
  Raisins 2 Cup (32 tbs)
  Soy oil/Safflower oil 1 Cup (16 tbs)
  Honey 1 1⁄2 Cup (24 tbs)
  Eggs 3
  Pure vanilla extract 1 Teaspoon
  Whole wheat pastry flour 4 Cup (64 tbs)
  Baking powder 1 Teaspoon
  Baking soda 1 Teaspoon
  Ground cinnamon 1 Teaspoon
  Grated nutmeg 1⁄3 Teaspoon
  Ground allspice 1⁄3 Teaspoon
  Salt 1⁄2 Teaspoon
  Wheat germ 1 Cup (16 tbs) (Approximately)
Directions

1. Put the water and raisins in a saucepan and simmer for 5 minutes. Cool.
2. Preheat the oven to 400 degrees.
3. Mix together the oil, honey, eggs, and vanilla. Beat well. Add cooled raisin mixture and the remaining ingredients, including enough of the wheat germ to make a batter that can be dropped by tea-spoons onto an oiled and floured baking sheet and maintain shape. Bake 2 cookies to test.
4. Bake for 12 to 15 minutes, or until done. Cool on a wire rack.
