Combine first 4 ingredients; mix well.
Let stand at least 30 minutes; shape into 3/4-inch balls (mixture will be moist).
Place balls on waxed paper; cover with an additional sheet of waxed paper.
Let stand 8 hours or overnight.
Place chocolate and shortening in top of a double boiler; bring water to a boil.
Reduce heat to low; cook just until chocolate melts.
Remove from heat.
Using 2 forks, quickly dip candy balls into chocolate mixture, covering completely.
Place on waxed paper and chill until firm.
Transfer candy balls to an airtight container; store in refrigerator.
