Ingredients
  Sugar 1⁄2 Cup (8 tbs)
  Packed brown sugar 1⁄2 Cup (8 tbs)
  Baking cocoa 1⁄4 Cup (4 tbs)
  Hot water 1 Cup (16 tbs)
Directions

Combine the sugar, brown sugar and baking cocoa in a bowl and mix well.
Drizzle the hot water over the sugar mixture; mix well.
