In large saucepan cook onion, celery, and garlic in cooking oil till onion and celery are tender but not brown.
Stir in tomato paste, uncooked rice, sugar, bay leaf, basil, hot pepper sauce, 4 cups water, and 1 teaspoon salt.
Bring to boiling.
Reduce heat; simmer, covered, 30 minutes.
Stir in tuna.
Remove bay leaf.
