Potato Chowder

Ingredients
  Vegetable oil 3 Tablespoon
  Onion 3 Tablespoon, chopped
  Water 2 Cup (32 tbs)
  Salt 1 Teaspoon
  Potatoes 5 Medium, diced (peeled)
  Carrots 1 Cup (16 tbs), finely diced
  Milk 4 Cup (64 tbs) (scalded)
Directions

1. Heat the oil in a heavy saucepan, add the onion, and saute until tender. Add the water, salt, potatoes, and carrots. Bring to a boil, cover, and simmer until the vegetables are tender, about 15 minutes.
2. Add the milk and bring the mixture to just below the simmer point Do not boil.
