Bone the chicken, remove and discard the skin.
Cut the chicken meat into slices about 1 1/2 inches long and 1 inch wide.
Blend together the mixture for the marinade and add to the chicken.
Allow it to marinate for 30 minutes.
Place 2 pieces of chicken and a piece of scallion on each square of wax paper and wrap the package securely, envelope fashion.
Heat a pan with about 1 inch of oil, and when it is very hot fry the wrapped chicken for about 2 1/2 minutes.
Drain the packages well and serve very hot on a platter.
The paper is to be unwrapped by the diner himself at table.
