Caramel Layers

Ingredients
  Regular flour 18 Tablespoon (1 Cup Plus 2 Tablespoons, Pillsbury's Best)
  Salt 1⁄4 Teaspoon
  Soda 1⁄4 Teaspoon
  Firmly packed brown sugar 1⁄2 Cup (8 tbs)
  Quick-cooking rolled oats 3⁄4 Cup (12 tbs)
  Butter 1⁄2 Cup (8 tbs) (Land 0'Lakes)
  Caramel candy 24 (Light Colored)
  Cream 2 Tablespoon
  Semi sweet chocolate morsels 1⁄2 Cup (8 tbs) (Nestle's)
Directions

Combine in mixing bowl 1 cup flour, salt, soda, brown sugar and rolled oats.
Cut in butter until particles are fine.
Reserve 1 cup; press remaining mixture into bottom of greased 8-inch square pan.
Bake at 350° for 10 minutes.
Combine caramels and cream in top of double boiler.
Cook over boiling water until caramels melt.
Blend in 2 tablespoons flour.
Spread carefully over base.
Sprinkle with chocolate morsels, then reserved crumb mixture.
Bake at 350° for 12 to 15 minutes until delicately browned.
