Wheat Germ Coffee Cake

Ingredients
  All purpose flour 1 1⁄2 Cup (24 tbs)
  Baking powder 2 1⁄2 Teaspoon
  Salt 1⁄2 Teaspoon
  Sugar 1⁄2 Cup (8 tbs)
  Wheat germ 2⁄3 Cup (10.67 tbs)
  Melted butter 3 Tablespoon
  Milk 1 Cup (16 tbs)
  Vanilla 1 Teaspoon
  Wheat germ 2 Tablespoon
  Corn flakes 1⁄2 Cup (8 tbs), crushed
  Sugar 1⁄4 Cup (4 tbs)
  Cinnamon 3⁄4 Teaspoon
  Slivered almonds 1⁄4 Cup (4 tbs)
  Egg 1
Directions

Heat oven to 375 degrees.
Grease a 9-inch square cake pan.
Sift flour, baking powder, salt and 1/2 cup sugar together into mixing bowl.
Stir in 2/3 cup wheat germ with a fork.
Combine melted butter, egg, milk and vanilla and beat together lightly with a fork.
Add to dry ingredients and stir just to blend.
Spoon into prepared pan and spread evenly.
Combine 2 tbsp. wheat germ, corn flakes, 1/4 cup sugar, cinnamon and almonds and sprinkle over top of batter.
Bake about 25 minutes or until a toothpick stuck in centre comes out clean.
Serve warm.

The combined ingredients(2 tbsp. wheat germ, corn flakes, 1/4 cup sugar, cinnamon and almonds and sprinkle over top of batter)is missing something. The sugar stuck to the top of the batter, but the remaining ingredients didn't stick to the top, they just fell off leaving the sugar. Could it have needed butter in there somewhere?
