1. In a heavy bottomed skillet, heat fat.
2. Add pepper, celery and onions and saute on a medium flame till onions start to brown.
3. Add beef and saute till meat borwns evenly.
4. Add remaining ingredients, mix well and simmer on a low flame for 10 minutes, while stirring occasionally.
5. On a flat griddle, place buns and warm on both sides.
6. Place mixture on warm buns and serve immediately.
