Tri Level Brownies

Ingredients
  All purpose flour 1⁄2 Cup (8 tbs)
  Baking soda 1⁄4 Teaspoon
  Salt 1⁄4 Teaspoon
  Quick cooking rolled oats 1 Cup (16 tbs)
  Packed brown sugar 1⁄2 Cup (8 tbs)
  Butter/Margarine 6 Tablespoon, melted
  Granulated sugar 3⁄4 Cup (12 tbs)
  Butter/Margarine 1⁄4 Cup (4 tbs), melted
  Unsweetened chocolate square 1 Ounce, melted and cooled
  Egg 1
  All purpose flour 2⁄3 Cup (10.67 tbs)
  Baking powder 1⁄4 Teaspoon
  Milk 1⁄4 Cup (4 tbs)
  Vanilla 1⁄2 Teaspoon
  Walnuts 1⁄2 Cup (8 tbs), chopped
  Fudge frosting 1 Cup (16 tbs)
Directions

Stir together first 3 ingredients; mix with rolled oats and brown sugar.
Stir in 6 tablespoons butter.
Pat mixture in 11x7x1 1/2-inch baking pan.
Bake at 350° for 10 minutes.
Combine granulated sugar, 1/4 cup melted butter or margarine, and chocolate; add egg.
Beat well.
Stir together 2/3 cup flour, baking powder, and 1/4 teaspoon salt; add to chocolate mixture alternately with milk and vanilla.
Fold in chopped walnuts.
Spread batter over baked layer.
Return to oven and bake at 350° for 25 minutes more.
Spread baked brownies with Perfect Fudge Frosting.
Cut in bars.
Top with walnut halves, if desired.
Perfect Fudge Frosting: Place one 1-ounce square unsweetened chocolate and 2 tablespoons butter or margarine in small saucepan.
Stir over low heat till chocolate melts.
Remove from heat and add 1 1/2 cups sifted powdered sugar and 1 teaspoon vanilla.
Blend in enough hot water (about 2 tablespoons) to make almost pourable consistency.
