1) In a saucepan, melt the butter and blend in flour and salt.
2) Stir in milk slowly and cook until thickened, stirring continuously.
3) Mix the horseradish in the flour mixture.
4) Place the hot beets in a serving bowl.
5) Spoon the hot flour mixture over the beets and serve immediately.
