1. Preheat the oven to 450°F. Cut the sirloin tip in half horizontally, and tie each half across the meat in two places and once lengthwise with cotton kitchen twine. Rub with the soy sauce and oil, and sprinkle with the pepper.
2. Place the pieces side by side on a rack in a 13"x9"x2" roasting pan, and insert a meat thermometer in the thickest part of one piece. Roast 50 to 60 minutes for rare (125°F); 1 hour to 1 hour 10 minutes for medium (150°F); and 1 hour 15 minutes to 1 hour 30 minutes for well done (160°F). Let the pieces stand for 10 to 15 minutes on a warm platter before slicing.
