Boiled Beef Carbonnade

Ingredients
  Lean beef roast 3 Pound (Heel Of Round)
  Onion 1 , sliced
  Carrot 1 , sliced
  Peppercorns 5
  Bay leaf 1
  Canned beer 12 Ounce (1 Can)
  White pepper 1⁄8 Teaspoon
  Salt To Taste
Directions

Place all ingredients except salt in 4-quart microproof bowl, add water to cover.
Cook; covered, on HI (max. power) 30 minutes.
Turn meat, add more water if necessary.
Cook, covered, on 50 (simmer) 60 minutes.
Let stand 10 minutes.
If not fork tender, return to oven and cook, covered, on 50 (simmer) 10 to 15 minutes.
Remove meat and set aside.
Strain broth and skim off fat.
Slice meat thinly, and serve with broth.
Season to taste.
