In a 4-quart saucepan, cover beef with cold water and slowly bring to a boil, skimming off the fat as it accumulates.
Reduce heat; cover and simmer 3 hours, or until beef is tender.
Add vegetables; simmer an additional 45 minutes, or until done.
Arrange beef in the center of a serving platter surrounded by vegetables.
