Black Beans And Rice With Cumin Vinaigrette

Ingredients
  Canned black turtle beans 6 Ounce, drained
  Cooked long grain rice 1 Cup (16 tbs), chilled
  Red bell pepper 1⁄2 Cup (8 tbs), diced
  Rice vinegar 1⁄2 Tablespoon
  Water 1⁄2 Tablespoon
  Fresh cilantro/Fresh parsley 2 Teaspoon, chopped (Chinese Parsley)
  Olive oil 2 Teaspoon
  Ground cumin 1⁄4 Teaspoon
  Salt 1⁄8 Teaspoon
  Pepper 1⁄8 Teaspoon
Directions

MAKING
1.Take a medium bowl and add in beans, bell pepper, rice and mix well.
2.In a mixing bowl, beat together the remaining ingredients with a fork or a whisk.
3.Pour this on the rice mixture and toss well to coat.

SERVING
4. Can be served immediately.
5. Alternatley, refrigerate and serve chilled.
