Creamy Dreamy Chocolate Bars

|Sugar||1 Cup (16 tbs)|
|Rolled oats||1⁄4 Cup (4 tbs)|
|Unsweetened cocoa powder||1⁄2 Cup (8 tbs)|
|Baking soda||1⁄2 Teaspoon|
|Butter||8 Ounce, melted (2 Sticks)|
|Egg||1 , slightly beaten|
|Vanilla extract||2 Teaspoon|
|Sweetened condensed milk||14 Ounce (1 Can, Not Evaporated Milk)|
|Semi sweet chocolate chips||6 Ounce (1 Cup)|
1. Preheat oven to 375°F. Grease a 9 x 13-inch baking pan. In a medium bowl, stir together flour, sugar, oatmeal, cocoa powder, baking soda, and salt until blended. Mix in melted butter, egg, and vanilla until mixture resembles coarse crumbs. Set aside 1 1/2 cups. Press remaining mixture into bottom of prepared pan.
2. Bake 10 minutes. Remove from oven and leave oven on. Pour condensed milk over crust to within 1/2 inch of edge. Sprinkle chocolate chips and reserved crumbs evenly over milk, pressing in lightly. Bake an additional 18 to 20 minutes, or until set. Remove to a rack and let cool thoroughly before cutting into 40 bars.
