Combine flour, salt, and pepper; coat meat.
In large skillet cook meat and onions in bacon drippings till meat is brown and onion is tender. (Electric skillet 350°.)
Stir in broth, 3/4 cup water, and vinegar; add carrots.
Bring to boiling; reduce heat (220°).
Cover and simmer till tender, 1 1/2 hours.
Drop Potato Dumplings onto bubbling stew; cover and simmer 15 minutes.
Sprinkle with parsley.
